The ruling authority of Lanpu City and the Lanpu Lake region, backed by the Blue Waterfall Ancestor (Lanpu Saint Ancestor). It controls the local resources, including the valuable Blood Tooth Rice.
Internal Hierarchy
City Lord (representing the Saint Ancestor), Administrators, Guards. The Saint Ancestor is the ultimate authority, but daily operations may be handled by an avatar or disciples.
